make visual-410 wording more inclusive of TOC controls

If visual-410 is going to cover TOC, I propose to change the wording to:

Use the controls available in the application or else in the operating system to magnify the Reading System screen. All aspects of the User Interface such as menus, sidebars, pop-up windows, dialog boxes and search box should get magnified uniformly.

This adds "sidebars" to the list, which is a little more specific and should still exclude an inline TOC e.g. one that is part of the chapter contents.
