During Debian package upgrade version number in system.properties

This is most likely because of the config file merging.

There must be something wrong with the way I merge, but probably the version number shouldn't even be in system.properties. I think it belongs in another fixed file which should not be modified by users.

Maybe in the framework JAR or something?
