I can not run Ijulia server from Jupiter

Hi to all...
I have done everything I can think of but still, this is the error message I get:

actions jupyter-notebook:find-and-replace does not exist, still binding it in case it will be defined later...

( A program should not be this hard to configure up, I will up... )
I hope someone helps me out ...

I got this error message:

Connection failed
A connection to the notebook server could not be established. The notebook will continue trying to reconnect. Check your network connection or notebook server configuration.
