Config Directory Paths should know of the Project Root

At the moment, the config file is not locatable unless the location is actually specified in the constructor.

I need a solution that makes the system flexible enough to handle users not-specifying a directory for their config file, or not creating one at all. Both circumstances should fall-back to the package defaults.
