@tchunwei could you explain in which scenario/setup this would be helpful?

It is just to provide a smoother experience for a newly added language, so that users do not need to create the target language file manually first before running extract-i18n

I could be doing it in a wrong way, kindly correct me if I am doing it incorrectly. Thanks @daniel-sc !
