Build and test pegex grammar, provide pegex parser as default alternative to PRD grammar.

Continue work on Pegex grammar for Inline::CPP. This will enable us to clean up some ugly parsing issues. Once tests pass we'll make Pegex the default grammar, and allow PRD as an alternate (for those who are stuck in the past).
