Impossible to upload files having special characters(e.g. 'å', 'æ', 'ø') in their name

what is the cause of the issue?

Any csv file having spec. char in name is not displayed in the preview when uploaded,
I get errors are like "API error: Invalid source data : Format specifier 'A'" for these files
