Is it possible to change the maximum RPM? (Asus G550JK)

I have Asus G550JK and in here, if I add 255 to pwm1 it will spin the fan at 3910 RPM. However, in Windows, using programs like Asus GPU Tweak I can turn the fans in max speed, and can achieve 4900 or 5000 RPM. Why is that? Can I change the maximum RPM to 4900/5000 ?
