Link from dartfmt page to the FAQ for dart_style

Tons of great docs in https://github.com/dart-lang/dart_style/wiki/FAQ. Can we link to it from https://www.dartlang.org/tools/dartfmt/ ?

A google search for dartfmt finds the later page, with no hint of the former.

I'm addressing this by moving the dartfmt page from dartlang to GitHub. I have a PR out for review. I will then set up redirects from dartlang to that page, which does link to the faq.
