Release version with Broadway 0.4.0 and update readme

It would be great if you could provide an updated release from broadway_rabbitmq which depends on the newest broadway version.
Also, while the current version of broadway_rabbitmq is 0.3.0, there are no github release for it and the readme suggests version ~> 0.1.0 as dependency.

We're planning to release v0.4.0 this week. In the meantime I updated the README pointing to 0.3.0 and pushed the tag, good catches!
