Remove Sky Presets Dependency

Presently, we need this to publish development versions of Carbon for use in import maps. (We potentially have the same requirement for any of our modules used in our Web apps.) Consequently, we need Sky Presets as a development dependency. Ideally, we can come up with a better solution for this.
