feat(dashmate): add service configs render command

Expected Behavior

Dashmate should have a way to re-render service configs, since we turnt off auto renders.

Current Behavior

There is no way to re-render service configs (dash.conf, etc) if you made changes in the config manually

Possible Solution

Add dashmate config render command
