Adopting a Code of Conduct

We need a CoC. Given that a sizable fraction of array and dataframe projects fall under the NumFOCUS umbrella, I propose to create a Consortium Code of Conduct that is adapted from the NumFOCUS Code of Conduct.
Only a few thumbs up, everyone seemed happy with the NumFOCUS CoC in the meeting last week. So let's go with that and put together a PR.
Yes, sounds good.
@dynamicwebpaige suggested the TensorFlow CoC as another good CoC to base our one on. It looks like it's based on the Contributor Covenant: https://github.com/tensorflow/tensorflow/blob/master/CODE_OF_CONDUCT.md
I tried to adapt the NumFOCUS CoC, but found it to be a bit too elaborate for our needs right now, and fairly focused on in-person events (which we don't plan to have any time soon). Plus I was a little disappointed to find that actual CoC not being present in any of the NumFOCUS repos. So I went with Paige's suggestion of adapting the TensorFlow CoC. PR in gh-11 for review.
This was implemented a long time ago, so closing this issue. Thanks all.
