Migrate mixer to use the statistical variable and statistical variable observation model

This is to deprecate the statistical population concept and user statistical variable everywhere. Major tasks in Mixer is to

1. use statistical variable directly (instead of building the components) as the key for cache read.
2. add schema mapping for new StatVarObs table and make sure it works.
