[BUG] Scaling factor of statVarsObs not returned in the APi or timeline charts

Describe the bug
The scaling factor in StatVarObs is not returned in the stat-var/series api or the timeline. Only the value is shown.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://autopush.api.datacommons.org/stat/series?place=country/USA&stat_var=Annual_Generation_Electricity_MainActivityProducer' or 'https://autopush.datacommons.org/tools/timeline#place=country%2FUSA&statsVar=Annual_Generation_Electricity_MainActivityProducer'
2. The values for years are in the range of 3M, however the scaling factor of 1000000 (1M) is missing.

Expected behavior
The timeline charts should have the scaling factor in the legend or the value should have the scaling factor applied.
