Merge rankings from multiple import groups

We might need some way to merge rankings from multiple import groups to get the most complete picture of rankings. This came up when frequent import group had rankings for countries for Count_Person, but didn't have the full list of countries that were in the infrequent import group. This is temporarily handled by preferring the ranking list with the most complete list (#953), but we probably want a better way to handle this
