Order routes in a reliable way

BACKGROUND: The optimization assigns ID numbers/colors randomly to the routes, but customers would need to plan routes in a consistent manner (because only certain collectors can collect in certain parts of the city).
REQUEST: Figure out a way to consistently ID routes based on rough geographical area. Perhaps ordering the routes from an “average GPS” point, in order from north to south/east to west?
