The 2003 precinct geojson does not line up with the CBOE election results

In particular, the CBOE results includes data for Ward 1, Precinct 40 which does not appear in 2003_precincts.geojson or any other file.

Ward 1, Precinct 40 also appears in the 2007 CBOE results.
