differentiate b/w primary and co-sponsorship, from /search

Goal is to add a filter to /search only by primary sponsorship, and another by co-sponsorship. Important for partner offices, as soon as we can get to it.

E.g., from a member's page, currently Recently Sponsored (View All) links to this view of sponsorships, which includes co-sponsorships, which can be confusing & doesn't accurately reflect an office's priorities.

So preferred is to disambiguate the two types of sponsorship and offer a sort-by view from member pages that's just primary. I'll leave it to you how to toggle between those off /search and the left-hand sidebar - the left-hand filters could be just primary sponsorship, and there could be three links up top when directed from member pages to filter by primary sponorship only, co-sponsorship only, or both.

Or I should have included above, adding a tag or button for "primary sponsor" to just those bills would work faster in the info display.

But eventually having permalinks to just a member's sponsored bills, his cosponsored bills, and both together is a good goal.
