troubleshooting Disqus pre-moderation email alerts

The strangest glitch, documenting for myself. Emails sent to admin@councilmatic.org are forwarded to my ppolitics email, as expected.
I'm logged-in to Disqus admin panel (using email admin@councilmatic.org) for Disqus username nyc-councilmatic and I can confirm that pre-moderation is on, under "community rules".
But test comments - after I confirm the Disqus registration link in ten-minute-mail - aren't triggering notifications to admin@councilmatic.org.
And an export of comments from Disqus shows a submitted comment on 11-24 that didn't send a notification to admin@councilmatic.org.
So goal is to troubleshoot tmw with more Disqus test comments.
So yeah, emails are going fine to admin@councilmatic.org when sent normally, and I'm logged-in to nyc-councilmatic.disqus.com/admin as admin@councilmatic.org with my Disqus pw, and under community rules 'pre-moderation' is set to 'all', and the comments show up in Disqus admin panel, but the email. notifications aren't actually getting sent to admin@councilmatic.org from Disqus. So, seems to be installed correctly on NYC domain, not sure why no email notifications.
