some event participant strings don't match committee name strings exactly

we are matching strings to link the two & make a hyperlink to the relevant committee, but sometimes there is no exact match. we should look into why this is happening, & how to address (fix data at source? fuzzy matching at the front end? display committee without hyperlink?)
