add bill summary under Committee actions in email notifications

User feedback! Good catch. (No worries on starting this, but it's straightforward enough I figured I'd put it here instead of a wish-list queue.)

Currently, email notifications of new Intros show summary next to bill number, for context.

Under Committees being tracked, though, under Bill Actions, there's no summary. Could use the same length of summary, or a shorter one might be fine there.
