[Bug] [服务管理] 添加dolphinscheduler组件，更改其配置文件不生效

- I had searched in the issues and found no similar issues.
What happened
添加dolphinscheduler组件，这里我在页面修改了数据库配置：
启动实例发现报错：
查看配置文件发现修改的配置并未生效，依然是默认的
测试了别的组件，hdfs，StreamPark，ZOOKEEPER，发现配置加载正常，只有dolphinscheduler配置修改不生效，只能手动修改配置

修复dolphinscheduler配置不生效

添加dolphinscheduler组件 -> 配置页面修改配置 -> 查看配置文件

看着是你没有权限访问mysql，不是没更新，这个连接配置在env配置文件里，不是在application.yml里
