Use CKAN's internal actions instead API calls

As the dev-v1.0 branch is almost ready, we can start removing API calls and start using CKAN internal actions.
@jqnatividad also we could refactor the qsv part a bit

Sure thing @tino097 , I'm releasing qsv 0.117.0 tonight.
I'm doing extra utf8 validation after @EricSoroos found some issues.
After that, we can focus DP+ development on the dev-v1.0 branch.
