I think that a project like this needs branchs.
Make a brach for example to 10.41 version (actual version) and close all pending issues
Make a branch for newest versions, if needed, to take care of the new issues

10.41 is the latest version as there is no newer version of TFS 1.1, once there is there won't be 10.41 anymore.
