Describe the feature

A clear and concise description of what you want to happen.

#486 added auto-gen of the table of contents.

But it was disabled in TODO due to breaking CI.

This feature request is to add it back.

Who will this benefit?

This helps maintainers keep an up-to-date table of contents that benefits end users by being able to navigate the docs.
