We often have PRs signed-off with the user's pseudo GitHub mail address: [username]@users.noreply.github.com

Would you accept a PR rejecting mail addresses containing "noreply"?

that happens when people don't want to expose their real email address and many GitHub users have that enabled. I would not consider adding that feature to DCO, because privacy is a good thing.
