Define an hourly rate for a school

A school is associated with a hourly rate (EUR 0.00 by default). It is displayed in the school summaries (in lesson, student & school page). And it is used for computation in the monthly report.
The currency is set by default to EUR but is not editable yet (maybe later if requested).
