Damaged Runway Doesn't Prevent Airplane Retreat Upon Base Capture

Description
We were capturing a base (Sochi) with a damaged runway. At mission start there were 20+ aircraft at this airbase which could not take off. Upon mission end, we had captured the base, but as far as I can tell, the aircraft were all able to retreat to nearby airfields, rather than being captured and sold.
Is this a missing check to make sure that not only can aircraft make it to a nearby base + land at it, but also that it can take off in the first place?

I've tried this both with capturing + disabling the runway in the same turn, as well as disabling the runway in one turn, and capturing it in a second, no difference.
