Can't open finder

When finder has an open window (Or no open window), tapping the finder icon does nothing.
For my friend, it does sometimes work when he has an open window.
Does menu bar show menu of Finder?
Tapping the icon does not "open" an app, just "activate" it, which does not necessarily open a window.

I also have this issue, just like "Jefwillems" described. TouchDock shows a Finder icon but it doesn't activate "Finder" when tapped, absolutely nothing happens.
EDIT: Found out that if I change the "App order" to "Most recent", tapping Finder works every time. The default setting "The same as Dock" breaks it.
@me55891 It's an off-by-one error. Tapping the first icon doesn't work (so it seems only happened on Finder, the first app). I'll fix it soon.
