Solution does not specify TargetFrameworkVersion property

In order to build on Mono 4.2.1, I had to specify TargetFrameworkVersion=v4.5 at the commandline.

Only the latest version of mono (at the moment, 5.0.0) is supported. I cannot reproduce with mono 5.0.0.
