@nklomp The use case for the preferred value from a Verifier's perspective is that the Verifier may wish to support a broader ranger of signature and format types than can support the constraint. I.e., the Verifier prefers to receive a presentation that follows the constraints, but recognizes that some holders may not be able to meet those constraints, and still wishes to interoperate with them, even if it means obtaining more data than they would prefer.
