Support envelope addenda

Each envelope may reference N others by including an "addenda" key. After the envelope is fetched from the content service, read any "addenda" it lists and make additional content service queries for each. Postprocess each addenda envelope's "body" with the same filters used for the primary envelope. Make each addenda envelope available to the template render as a child of the deconst.addenda key.
