chore(website): website dependencies updates and dev-loop

Describe what should be investigated or refactored

All the documentation website dependencies are quite outdated, to include some of the GitHub actions and base Node / Go dependencies.

The dev-loop commands for the website haven't been updated in a while, and should be more explicit and terse than the defaults.

With the above being stated, these issues need to be looked into and updated locally and tested.
