I tried unsuccessfully installing the extension via the Chrome Web Store and manually. A co-worker installed it without issue on Chrome 24.

Store Install:

Manual Install:
install-manual

The trick is to first sign in to the Chrome web store - it should then work.

Hmm, weird. That worked on 26.0.1403.0 dev.
