#13 removed the bash -c wrapper from the mkdir command, and as a result the manpage directories from #6 are no longer created:

$ docker run -it --entrypoint=bash cbadd9aea189
root@106c6c94dae7:/# ls -al /usr/share/man 
total 12
drwxr-xr-x  3 root root 4096 Sep 26 15:36 .
drwxr-xr-x 41 root root 4096 Sep 26 15:36 ..
drwxr-xr-x  2 root root 4096 Sep 26 15:36 man{1..8}
