Improve performance of image verification

As a user of ratify, I'd like to ensure that I can handle a large number of verification requests in a performant manner so that I can ensure my cluster isn't unnecessarily overburdened and doesn't miss/fail any incoming requests due to timing out.

Really need more real-world test criteria as for loads.

Performance test framework will be tracked separately. Everything else has been completed.
