Some letters cannot by typed in Comment text area

What steps will reproduce the problem?
1. Go to any page with a comment text area
2. Click inside the area
3. Type the letter h
What is the expected output? The letter h should appear in the text area
What do you see instead? The Help in the upper right showing keyboard shortcut
mappings.
Any key that maps to a function, n for next, p for previous, etc, cannot be
entered in the form. Instead the function is executed.
Reported on Firefox 3.6.16 in Windows XP
