Switch CI to GitHub Actions

TravisCI is getting lax on its integration w/GitHub. And GitHub Actions are well integrated into GitHub. It's time RuleBook made the switch!

While I'm house cleaning, I'll update the Javadocs and fix the versions in the examples.

Publishing to SonaType from GitHub Actions was a little rough. So, at the moment there are only Snapshot releases.
