update_firmware_catalog deletes all baselines without prompting

I don't think this is probably the desired behavior. I have only checked update_firmware_catalog.ps1, but I suspect the Python is the same. From what I can tell it deletes all the existing baselines to make sure there are no conflicts. If a user has configured baselines it is unlikely the desired behavior is to delete all of these without prompting first.
