Program copyright should be 2023

Code Snippets database date should be 2021

Fixed at commit 088ad57

Didn't change code snippets database copyright date because it is taken from database LICENSE-INFO file, and therefore it is correct (or if it's an error the error comes from the code-snippets project!)
