[css] Change Semantic CDN link

Our current source for semantic css was https://cdnjs.cloudflare.com/ajax/libs/semantic-ui/2.2.13/semantic.css
which is pretty dead. Replace it with a new url

Nvm. Cloudflare's Mumbai server had temporarily gone down. It's back up.
