The RAD tracker has a liberally licensed OPL3 emulator that could be a good candidate for inclusion as a synth instrument in picoTracker. The source [is just 1 C file](from RAD Tracker (https://github.com/OpenMPT/openmpt/blob/master/soundlib/opal.h)
