Windows .\env\Scripts\activate error

Hi,

I have an error at windows;
When I used below command Then I got error;

.\env\Scripts\activate

Error: The system cannot find the path specified.

I have Python27 and Python37

Was a virtual environment created in the first place? Please follow all the step in the README.
