Migrate formatting model to use powerbi-visuals-utils-formattingmodel

This has been updated to work with groups, and gives us much less of our own code to maintain for simplifying creation of properties. Also take this opportunity to move the properties into a package, and remove redundant translations and properties from the capabilities file (as these are now supplied via JS/TS.
