0.9.15 and 1.0.0 tags

@dengwirda, I'm wondering if there should be tags (and releases) for 0.9.15 and 1.0.0 so we can build conda packages for them.
@xylar as we chatted about in the past, the conda-type build is something I have concerns about --- it sets up workflows/expectations in which jigsaw
is included as a black-box buried in the back of other people's software and a lack of acknowledgement and citation follows. I think it perhaps makes sense for packages like numpy
and friends that are supported/funded by other means, but not for research efforts like jigsaw
--- I don't feel I get much from it at any rate.
Building via cmake
and/or the python
install utils are essentially one-liners, and are good options going forward I feel.
@dengwirda, I see. I hadn't realized that you had made a conscious choice not to tag releases anymore.
I will think about an alternative strategy in Compass and Polaris under these circumstances.
