Title Bar on Windows to match system dark mode

Hello,

Thanks so much for making a Windows ARM64 build. I'm not sure if this is purely just for compiling Signal into multi-arch including ARM64 or if you are open to other enhancements.

But one that has been bothering me a lot is the title bar on Signal Official does not match Windows Dark Mode. There is a request already here: signalapp#2696 but doesn't seem to be gaining much traction.

I'm not a developer but there is suppose to be an API already for customizing the title bar?

Anyway, I understand you do this on free time so once again thanks for making an ARM64 build!
