Default tc-flower / petunia package is out of date

• dentOS 3.1 comes with an out-of-date version of tc-flower-load, which does not come with the ethtool format changes that were fixed in this commit.
• This causes test failures, and is only resolved by manually doing a build and install of petunia on a fresh dent device.

tc-flower-load binary is older than the commit mentioned above.
