A signalling intermediary for WebRTC.

Right now this is a prototype of a server for facilitating the signalling
required in WebRTC.

The ideal goal would be for browsers to be able to directly wait for and accept
WebRTC offers making this unnecessary, but that would require a new standard or
an extension of the current WebRTC standard.  Failing that, the vision is to be
able to have the choice to run this server locally (and have it be as small and
simple as possible) or connect to an open, distributed service to provide this
mediation, this server serving as the nodes in that service.

The purpose of this is to allow server-like applications to be built in the
browser.  Of course, there is likely to be a high degree of churn as people
don't just leave there browsers open all the time (...) so the structure of
these networks are likely to be more peer-to-peer.

Orchestration would be another opportunity on a slightly longer timeline.  For
example, you go to your cloud storage and say you want to upload a file, it
gives you an SDP offer which, instead of using yourself, you pass to another
site which then directly uploads the file to your cloud storage.
