Data model for desi files in raw data

Please review the data model for the desi files in DESI_SPECTRO_DATA.
Most of the header keywords already have descriptions, but there are a few blanks. Descriptions of table columns in the SPEC and SPECTCONS HDUs are needed. Short, high-level descriptions of all HDUs are needed.
It is not necessary to document every raw image HDU; the data model already accounts for the fact that all 30 of these HDUs are effectively identical.
